Can You Drive in Hong Kong on a Foreign Licence

Documents You Need

Your overseas driving licence in its original physical form. Both sides must be photocopied.

How to Book an Appointment (2026 Update)

From March 16, 2026 onwards, walk-in applications for direct issue of a Hong Kong driving licence are no longer accepted. You must book an appointment online through the government’s designated booking system.
The system works as follows. Available slots cover a rolling four-week window. New slots are released at 5:00 pm every working day. Each applicant can hold one active appointment at a time. You can modify or cancel your booking at least one day in advance through the system’s enquiry function.
Before booking, you must verify your electronic contact details (a Hong Kong mobile number or email address) with the Transport Department’s online platform. This verification must have been completed within three months before you submit your application.
When you arrive for your appointment, bring your booking confirmation reference number or QR code along with all the documents listed above. Registration is valid for 20 minutes from your appointment time. If you arrive late or miss the appointment, you will need to rebook.
Slots can fill up quickly. If no slots are available when you check, try again after 5:00 pm on a working day when new slots are added. Cancellations also free up slots at irregular times.

If you are aged 60 or below, the fee is HK$900 for a 10-year licence. This is the standard option for most working-age expats.
If you are aged 61 to 66, the fee is calculated based on the number of years remaining until your 70th birthday, at HK$90 per year.
If you are aged 67 to 69, the fee is HK$270 for a 3-year licence.
If you are aged 70 or above, you can choose between a 1-year licence at HK$90 or a 3-year licence at HK$270. A medical examination certificate is required.
Payment methods accepted at licensing offices include cash, Octopus, cheque, and selected electronic payment methods.
Your Hong Kong driving licence will be issued for the same vehicle classes as your overseas licence, provided those classes are eligible for direct issue (private cars, light goods vehicles, motorcycles, and tricycles).
Step by Step: The Application Process
Here is what happens from start to finish.

What If Your Country Is Not on the List
If your overseas licence was issued by a country not listed in Schedule 4, you cannot apply for direct issue. Instead, you must take a Hong Kong driving test.
The process works as follows. Apply for a temporary driving licence using form TD63A. This temporary licence allows you to drive while you prepare for and take the test. It is valid until your overseas licence expires or 12 months from your date of arrival in Hong Kong, whichever comes first.
Register for a driving test within three months of arriving in Hong Kong. The test consists of a written examination on road signs and traffic regulations, followed by a practical driving test.
The temporary licence can be extended once by up to six months, at no additional charge, provided you hold a valid test appointment. It cannot be extended beyond six months of additional validity.
If you fail the driving test on all permitted attempts, your temporary licence is revoked immediately and you cannot reapply.
The temporary licence route covers private cars and light goods vehicles only. It does not extend to motorcycles or other vehicle classes.
Practical Tips for Expats
